Part 1:
Galina Hale (Borisova) is a Professor of Economics at UC Santa Cruz . We talk with her about the strategies that many companies must adopt to minimize their environmental risks. Not only do they need to divest from fossil fuel investments, but they must actively pursue renewable fuel and energy strategies. As companies have fiduciary duties to their stockholders, the goal must always be to reduce risk and increase investment value. The Federal Reserve has instituted Climate Stress Testing, and is beginning to require climate risk disclosures to that end. It should be understood by all parties that transition to greener practices will be required, and the longer the transition is delayed, the more expensive it will be. There is always the hope that new technologies will help with the transition, and may lower costs. Part 2: We talk with Chris Ward, who is an Assemblyman for the 78th Assembly District in California, which covers the San Diego area and surrounds. We discuss legislation that he has introduced, the California Housing Speculation Act, which is aimed at thwarting speculative investors who are buying up residential housing stock, and preventing ordinary residents from buying homes to live in, rather than ‘flip’ or use as a place to park investment money. This practice disrupts neighborhoods, reduces availability of homes, and drives up prices. The goal is to stabilize housing prices, which have risen precipitously in recent years. It will also stabilize communities. This is true for California, and for other states. It is hoped that if this Act passes, it will serve as a model for other states who are facing the same problems.
