For those who are poor ($21,000 for a family of 3), ordinary things are out of reach. Basic needs, such as water, food, hygiene, housing are unaffordable. We talk about the 'deserving' and 'undeserving' poor, and never consider the 'undeserving' rich. We also look at how transgressions are usually handled: for the non-white population, those transgressions are prosecuted, while in the white population, they are forgiven.
